Company History

Iliuliuk Family and Health Services, Inc. (IFHS), a non-profit community health center with its sole location in Unalaska, Alaska, serves the community of Unalaska and the fishing fleet of the Bering Sea, and when needed, the people of the outlying villages of Atka, Akutan and Nikolski. A joint effort of Alaska Children’s Services and the United Methodist Global Ministry, founded IFHS in 1971 and its nine-member board of volunteers formally incorporated it as a non-profit in 1972. The current clinic facility was built in 1992. In 1996, the National Rural Health Association named us the “Outstanding Rural Practice” for innovation and comprehensive approaches in outreach, preventive health and education, quality of care and strong community support. In September 2002, IFHS became a federally funded community health center. In September 2005, IFHS completed a renovation that added a dental operatory, more exam rooms, and a secure computer server room. In 2006, The Alaska Rural Health Conference Planning Committee presented IFHS with the award for the “Outstanding Rural Health Organization.” In 2008, in a consortium called the Alaska Community Health Information Network (ACHIN) composed of the Alaska Primary Care Association and five other health centers, IFHS began implementing an integrated electronic practice management /electronic health record system.
IFHS mission was distilled in the Board’s 2008 strategic planning session to state that the mission of IFHS is “to provide quality integrated health care and to promote health and well-being.” The mission is supported by IFHS’s “Statement of Goals and Philosophy,” which was updated by the Board during the 2004 strategic planning sessions, and is incorporated in training documents given to new Board members and new clinic employees
Overview Of The Service Area/Community And Target Population
Community Description:
Unalaska is in the Aleutians West Census Region, and IFHS serves much of the region for emergency care in addition to the services it offers residents of Unalaska and the floating population of the Bering Sea. The community of Unalaska/Dutch Harbor, located on the islands of Unalaska and Amaknak, is in the heart of the North Pacific and Bering Sea fisheries. The area encompasses approximately twenty-seven miles of ports and harbors. Unalaska is in both an MUA and a medical and dental HPSA. IFHS is also an NHSC loan repayment site.
Target Population:
IFHS seeks to serve all of the approximately 5,531 people living in Unalaska and the surrounding Aleutians West Census Region, the transient processor population and the largely untrackable “floating” population of the Bering Sea.
Our patient load is split between Unalaska’s estimated 4,388 residents, and a large, fluctuating number of transient workers and fishermen. Seafood companies in Unalaska bring in over two thousand individuals for up to eight months of each year. IFHS also serves the fishing fleet of the Bering Sea, which has an estimated population of 5,000-8,000.
Unique Characteristics:
Serving all individuals, regardless of their ability to pay, IFHS is the only comprehensive medical provider in Unalaska. The livelihood of most permanent residents of Unalaska depends directly or indirectly on the fishing industry.
While there are some dental services available in Unalaska outside IFHS, neither of the for-profit dentists accepts Medicaid or Denali KidCare, and neither offers a sliding fee discount scale for low-income individuals or families. IFHS accepts Medicaid and Denali KidCare, and offers a sliding fee discount scale, which, in conjunction with our new dental program, makes it possible for the first time for our low-income individuals and families to access preventive dental care in Unalaska.
